You should edit this file templatesja_hoteltplsblocksfooter.php and edit line 11 class back to top

<div id="back-to-top" data-spy="affix" data-offset-top="300" class="back-to-top hidden-xs hidden-sm affix-top">

remove the hidden-xs and hidden-sm
