You just need to turn off the Development Mode after finishing your customization task. Your website will display fine on IE then.
As you know, the IE needs immediately the compiled .css files of template to display the website’s front-end layout while the Compile Less to Css process lasts at least 10s to finish. That is why the T3 templates don’t display fine on IE when the Development Mode is turned on.

The problem consisted with my IE browser but i tested it with IE browser tester online and found that everything is ok now.
