Sorry, I cannot find the bug report. Not sure if this was reported already, but I just noticed it when I tried to provide answer for a Hot Topic question

for the Joomla 1.5.3 -JA Teline II QuickStart kit? I only did a few, but it was missing in the one I uploaded.
This was for a download I made in early May 2008.
Whether there was a FTP fidelity issue during download or upload, with my connection cannot be ruled out. I only noticed this when I was responding to another poster, and found out that I could not find the CSS specification in the template.css. When I checked my Joomla 1.0.15 -JA Teline II QuickStart kit, I found a separate ja_catslwi.css that was in the css folder (from my upload-installation) that was not in the Joomla 1.5.3 -JA Teline II QuickStart kit.
From my readings of some of the errors or problems, there were quite a few discrepancies in the JA Teline II included in the Joomla 1.0.15 -JA Teline II QuickStart kit and the Joomla 1.5.3 -JA Teline II QuickStart kit. This is evidenced by the “Hot Topic” title being blue against black observed by many who used the Joomla 1.5.3 -JA Teline II. This is not the case in the Demo, or the one I used Joomla 1.0.15 -JA Teline II QuickStart kit.
This is the case with the titles of articles also — bold & blue in Joomla 1.0.15 -JA Teline II but a simple “normal” and blue in Joomla 1.0.15 -JA Teline II.
You do not have to take my word on this, consider for example this thread:
Poor implementation
http://www.joomlart.com/forums/topic/poor-implementation/which indicates that there are likely variations in versions in the various kits, or JA Teline II templates. Coupled with the other postings, I am beginning to get the impression that many of the issues, problems and errors encountered may be attributed to these discrepancies.

As it turned out, the css is not in the template but somewhere else. A more detailed discussion on where it is located was presented by Menalto
Are there different versions of JA Teline II that cause the problems encountered?
http://www.joomlart.com/forums/topic/are-there-different-versions-of-ja-teline-ii-that-cause-the-problems-encountered/In the Joomla 1.5x – Teline II, you will find the ja_catslwi.css in the appropriate directory in the modules:
Route path:
modules => mod_ja_catslwi => mod_ja_catslwi => ja_catslwi.css
so you can change it there.
What is confusing is that in the Joomla 1.0x – Teline II, you will find the ja_catslwi.css in the css directory of the ja_teline_ii:
Route path:
templates => ja_teline_ii => css => ja_catslwi.css
which is the standard way of grouping css. Otherwise, the machine has to spend time searching in other directories.
You can add the ja_catslwi.css as shown in Joomla 1.0x – Teline II, but you have to revise the index.php, the way Bosse explained also in:
