I have an idea for a template in mind for a project I am working on. Can I place a specific request for a custom template to be developed and how is that charged?

You can share the idea of the template how u think it would be , I will pass your feedback to development team . For custom template i am sorry to say we do not develop custom template on a single user request , a new design may considered when there is huge demands comes from users .
You can hire a developer from joomlancers.com who may do it for you .
