…in place of the current JA News rotator without blowing up everything else in JA News?

I’d like to hear the staff’s opinion on the best way to accomplish this before I go buy the FPSS component.

Yes you can. You just need to remember to set the size of it correct.
The best would be to set the template to wide options and use only that width. Then adjust the width of the FPSS to fit there.

Is setting the rotater in Ja News module to read 0 articles and then pointing the FPSS to the JA News position the most efficient way to accomplish this?

Can you advise on the proper width settings for FPSS with JA Teline set to wide view?

If you wanna use the ja-news with the FPSS i suggest you set the FPSS at 1 place and the ja-news below. For the settings for the FPSS module i would say something around 450px or so for the width of it.
