Can I use the JA News function code on my own module based on that which maybe I will publish it as a free module to the community?

Well, it is GPL, so if you release your code under GPL, you can.

yes i read the gpl too in the xml file. but the css is licensed, so I won’t touch the css part. Any developer response? Because I will release the hack very soon.
