I set it to off Offline from Global Configuration, but it still can be visit, and the word “Offline Message” shows on the top of site.

is this a wrong?

This is because you are still logged in through backend. Log off from backend and you will see that this message does not appear anymore. I was surprised the first time this happened to me as well. 🙂
