When I go to an extension, it does not allow me to download. ????

Hi
As per your membership, you can download all JATC extension that comes with template package.
You can download all extensions from the template page, not from JAEC section.
JAEC section needs JAEC membership.

When I clicked on an extension, it showed me I had to

Logged In

Download >> Joomla Extensions >> JA Masthead Module

Page greyed out with a link:

Your account does not have permission to download this item. Sign Up Now!

I clicked the link and proceeded to: (https://www.joomlart.com/pricing/) and clicked renew.

It does say, "All Templates & JATC Extensions " If that is not true (obviously not), you need to make it clear.

PayPal Transaction ID for $67: 00H6500097652604H

I wanted to have access to the extensions…

Please transfer my payment ($55) to the 1 yr. membership for the extension club and not a renewal for the template club. I’ll renew it in July.

Hi
You have access for all JATC extension as mentioned on the pricing page.
if you want to download JA Masshead module you can download it from the template packages that comes with this module.
Some of the extension are not in JATC section like JA K2 filter as they need a separate membership.
Let me know if you will want to transfer your JATC membership in JAEC, I will share your request to the sales team.
