I have a development machine and it works fine, but on my live site, the roller does not show up !!

but surprisingly if I add index.php?tp=1 at the end, then it shows up. I am unable to explain what is going on. I have disabled all the modules, components that I thought might cause the problem but in vain. Any help will be highly appreciated
