I have also got this problem. I had the web host up my php limits and that got over some problems (the system settings now display), but the template does not want to install. I was able to install jEvents (have not tested it), but not another components (eg phocagallery). That component could not write to the admin menus.
If the Web host cannot solve this in the next 24 hours, I will take you up on the offer to manually look at the issue. I think it may be a timeout issue on the server.
