Hi

Try in this way :

Add to your custom.css file these 2 lines

.t3-header {
background:#yourhexcolor!important;
}

.t3-footer {
background:#yourhexcolor!important;
}

If you do not have a custom.css file you will need to create a new one in this folder templatesja_university_t3css
