Hi
Your current installation is based on Older JAT3v2 frameowork that is not responsive also not support custom.css .
If you want to use Responsive site and latest feature first i suggest you to install T3 framework based JA Unisversity from Here : https://www.joomlart.com/downloads/joomla-templates/joomla-3-x-2-5-t3-framework-ja-university/
Then try to add code in custom.css file and you will it work and site is also Rresponsive .
Let me know if there is any confusion .
