How do I change them to 70/30?

The option is in the spotlight block. when you are using block > type > spotlight you can change the width for the module positions, The other blocks are pre-style blocks in which you can select the no. of blocksYou can use custom classes on the container to define a width.
Example open the settings on the two containers see this http://prntscr.com/f05quh
Add col-lg-9 for one block extra css and col-lg-3 for other blocks to devide the grid size.Regards

It might be a good idea to expand in the manual (unless I have missed it!) how to build a block from scratch!!
