Your website is not loading custom.css file, you should add it in folder/templates/ja_teline_V/css/

Yes the file is beautiful is in a folder httpdocs / mw2017 / templates / ja_teline_v / css/custom.css

Yes but you failed to write the correct code , it should be background and not blackground
