When I change a module position, template it doesn’t happen for minutes until after I save? SOmetimes the template never changes. Is anyone else experienceing this?

Its because,you have kept your SYSTEM CACHE plugin activated.
Just deactivate that and then goto CLEAR CACHE in Admin Panel and clear it..
You will get out of this problem then.
