Where can I change the colors of the borders around the content area? The css file, template.css, only allows me to change some of the borders, not all of them. I cannot change the left and right borders or the borders within the content area. Where can I find these settings?

Attached is a screen shot. I’ve indicated where the css changes take effect and what I cannot change. The one that is really confusing me is the left and right borders of the content area.
