Create a custom.css file using this tutorial : http://t3-framework.org/documentation/bs3-customization#custom-css

Add this code to this custom.css

.affix {
background: #000000 ;
border-bottom: 3px solid #FFFF00 ;
}

.affix .navbar .nav > li > a {

}

ok. i make a file named custom.css. thank you for this. and how about template background image and how can i change template article subject color like menu border?

Inspect element in your browser and find in what css the border are written and rewrite those in custom.css

If you need any specific border to be changed, please post a screenshot, so I can check and suggest you the correct css.
