What is your current database collation, latin1_swedish_ci is most likely the MySQL default whereas Joomla! requires a UTF-8 encoding. On the other hand, some locales such yours may need to use something different that UTF-8 to work properly.
It’s generally recommended to use “utf8_general_ci“. ( You can use 3rd party tool or ask your hosting provider to change for you).
