When I click the 3 dots they move screen to the right and make space to the left but panel opens to the right. This is fore resolutions under 1399.

Seems you are talking about the off canvas sidebar. You can disable it from template options > navigation > disable off canvas side bar .
Save and check.

it is a problem of the Off-Canvas Effect 3d rotate out. When I switch to reveal it gets fixed

Yes , there are different animation type for the off-canvas , you can use them as per your needs .

3d rotate out is not working correctly though. No big deal for me but you may want to check it
