I wish to collapse top module and bring the top menu upwards.

Top module (e.g. for newflashes) is wasted space.

Any thoughts on this? Just a simple CSS modification?

Doing this should require some template customization, you will have to edit the index.php file of the template, remove the topmodule area and move the the codes block of menu to the top of the page.
