Are you referring the title that comes on top left side of the browser window?

If it is, then joomla backend>mainmenu>home>parameters-system. In that change the page title.

does that only work for the front page? i want all my page titles to be within that box with the flourishes on each side. how do i do this?

On the front page you will see the main article title is “Welcome To Legal Advantage”

I would like to have every article’s title displayed that way (if you navigate to any other section you will see that the page title isnt shown in the box as it is on the front page.)
