To change the template footer Please follow https://www.joomlart.com/documentation/joomla-templates/ja-teline-v/how-to#footer-infodocumentation and make changes as suggested .
Beside it , You can find the Joomla copyrights in language/en-GB/en-GB.mod_footer.ini File .

Go to plugin manager > Content – JA Disqus Debate Echo
disable or change the account in this plugin to remove the comments .
