I want to create a new single module position above user11 and user12 (screen shot in attachment).
May I know how to do it?

Looks like you’ve already added a module in that position — in your site link above — except that it is called “user4” which will conflict with the already existing user4. Change the name of the module position to something unique, such as “topbanner”.

The position of user4 have been used on the soplight box so you would see the module appeared twice.
You should define a new module position,for example you define a module position name user99 ( just type it into the position dropdown box) when you edited the module.I hope this make sense !
