You can use this way
- Open templates/jaintranet/css/custom.css file (create new if it does not exist) and add new CSS style
.t3-megamenu { padding: 20px 0px 20px 0px; } .t3-mainbody { padding-top: 40px; padding-bottom: 0; }

now the custom.css is in template and in the local correct.
My menu is only a written line.
