It is an “Articles – Most Read” module, which is undesired. The goal is to have the ordering stay the same, and not defined by random user use.

Do you have JEvents extension installed on your site? In our demo site, we use JEvents – Locations module for that ‘Beautifu New York City’ block and it has some ordering options: http://prntscr.com/8h8nhv

I’m a bit confused, has there been a recent change in the template?
In my installation, I don’t see “JEvents-Locations” in the Module page, and it’s not even available to create one. “Beautiful New York City” (or rather, in the quick-install it’s “Most viewed events”) is clearly using “Articles-Most Read” type-module.
I saw your screen-shot, but can’t understand why I’m getting different results.
