October 16, 2015 at 1:23 am #705370When you enable the Development Mode, your site will run with LESS file and vice versa it will load CSS files when Dev mode is turned OFF.
If you’re more familiar with CSS, you turn off Dev mode and use custom.css file. For more info, check out this documentation: http://www.t3-framework.org/documentation/bs3-customization#custom-css

October 20, 2015 at 6:53 am #705994With Dev Mode is ON, your site will load LESS files which will take more time than loading CSS files. So once you’ve done with development stage, you can turn OFF dev mode and enable Optimize CSS / JS option, it’ll be better for performance.
