For Joomla 1.0.xx:
Open up the index.php file at line 30:

$ja_tool = 7; // 0: disable all; 1: Screen tool; 2: font tool; 3: screen + font; 4: color tool; 5: screen + color; 6: font + color; 7: all;

For Joomla 1.5.3 you log into the administrator panel and go to Extensions>Template Manager, pick the template and press edit at top right.
There you have parameters to change that.

With joomla 1.5 , You login to admin go to extensions>> template manager –> select JA Pariiti On user tools select box you select “No – display”.
