Are you referring to displaying cartoon pictures that you upload to the site (jpeg, png etc.), or content taken automatically from third party sites? If it is the latter, I cannot help you.
I will be including a regular user submitted cartoon on my site. I have found two ways of doing this. Neither use the hot topic module. The first is joomgallery. The second is just a custom module containing a thumbnail image linked to a lightbox popup.
I have not done much testing, so backup your site if you are considering trying this. The magazine menu on my home page no longer works in IE6, and this occurred after I installed Joomgallery. I do not know if the two are connected. If I cannot restore the menu in the next few days, I will have to abandon this template. However, you are welcome to view my site in the meantime.
I positioned joomgallery in a module on the right hand side of the page. Not only does joomgallery show a thumbnail of the latest cartoon in a module, it lets you scroll through all of the previous cartoons as per your example. This was the best solution I found. As I said, I did not fully test it, so I do not know if this component breaks anything else.
The other solution utilised the JCE editor’s image popup feature in a custom module. All this did was enlarge a thumbnail image using a lightbox effect after you clicked it.
