Two issues:

1. How do I make my sub-menu to show under the main menu on top similar to the demo of Simpli? I should happen on mouse-over. I cant seem to figure out, for example here (http://in-sist.org/participate). Can this submenu also be made to appear on the side bar, on click?
2. How to make the header image to not repeat (in Chrome) and not get horizontally cut (in Firefox), and show fully on smart phones?
   I have spent over three hours searching for solutions, but didnt find it. I am fairly new to joomla.

Hi
open Menu Module from Joomla module manager > show sub menu to Yes.
save and check.
For header image add this code in custom.css file

#header { background-size: 100%!important;} 
@media (max-width: 768px) {#header {  padding-bottom: 75px; }}

I have done both, but see no change at all. Neither in drop down, nor in the header image. Please suggest what I can do next. Thanks.

To try out I removed header background image and used the same image as logo image. It shows up quite well on IE and Firefox (without getting cut), but does not show at all in Chrome and iPhone. You can check it out as well. Suggest what needs to be done.
For drop down issue I will share login password in private. Thanks.

i can not see any BG image in header did u removed it?
Kindly add it again and share screenshot of issue

I checked your site and there is no sub menu under the Main menu so it’s not showing drop-down.
For the Background image, i checked you added a different code that I corrected in custom.css and now it’s working http://prntscr.com/gi24wc
