I have assigned the two menus to the off-canvas position like in the documentation so show both of them. But for some reason the drop downs are only showing for the first menu, not the second. The options “Oilsands News” and “Resources” are both text separators and should have links below them.

Did you enable the “Show Sub-menu Items” to YES ? Please check this case or give me your administrator account(private message) to take a quick look.
