July 4, 2013 at 6:42 pm #497992Okay problem is solved.
Before using “Enable Development Mode” to use LESS to customize, make sure the dir specified in the “T3 Assets Folder” field on the page : “Template Manger Edit Style” ==> General tab is created @ Joomla! root level with sufficient properties (I did not investigate in detail but assigned 777)
Seems there is no way the file can be created UNLESS the Joomla! root dir. has 777 file attributes. If dir. is not there it cannot be created and riddle error code is generated….

July 6, 2013 at 7:59 am #498154further investigation learns that T3-assets folder is created under apache2handler user/group instead of FTP layer user/group.
FTP layer is configured and operational. (for example: layouts can be cloned and are created with FTP layer user/group properties in /tpls dir.)
question: is there a specific setting that I may have missed before Enable Development Mode can be used?

July 6, 2013 at 1:17 pm #498163it is required to specify the FTP parameters via:
Global Configuration ==> Server ==> and specify (and save) FTP Password in FTP Settings section
My setup choice was not to specify FTP Password in FTP Settings (and store configuration.php) section but configure instead:
Global Configuration ==> FTP Settings ==> and specify (and save) FTP UserId Password in FTP Login Details section.
Seems that Enable Development mode code requires configuration.php values to fetch the correct credentials.
