I need some help.

I’m having difficulty understanding the relationship of enabling the development mode, compiling .less files and normal css. I thought I read a post somewhere on the forum (can’t find it now) that indicated if development mode is disabled, then one can edit the regular .css files to make mods. I’ve done that and when making a mod to the template.css (that, BTW, firebug allows me to make), and then saving the file, deleting cache, etc., no changes are seen on the site. Obviously, I’m missing something.
