when i want to create new menu below error will occur:PHP Warning: is_file(): open_basedir restriction in effect. File(metadata.xml) is not within the allowed path(s): (C:/Inetpub/vhosts//aj.ac.ir;C:WindowsTemp) in C:Inetpubvhostsaj.ac.irhttpdocslibrariesjoomlafilesystemfile.php on line 526

Try to check from your backend if the path for tmp folder is correct and if the folder is writable
If this doesn’t solve the issue please PM me your backend login details so i can take a look at your configuration

As i know, this is a bug of Joomla 1.6. x version which was raised and included with the patches at http://joomlacode.org/gf/project/joomla/tracker/?action=TrackerItemEdit&tracker_item_id=26298 . Not sure you did upgrade your Joomla or not, but you can backup your files and try on with the given patches to solve your issues.
