You can see the position is present in the template options > Layout > Responsive layout > Here > http://prntscr.com/ac87pw

To hide the module position in Large display , click on Eye icon in Large layout Tab under responsive layout .

I tried on 3 different browsers again, on my PC and on my mac, but this is different layout than yours: it is exactly the same as in this attachment.

Hi
This position is present in the features layout
Go to template options > ja_decor – Features > Layout > responsive layout .
This is the same template style used for the Homepage Menu of your site . I just crossed check it found there is no issue in the layout .
In your screenshot it seems you are checking position in the default layout , as the layout does not contain this position so it not showing .
