I need to integrate some file upload functionality in a argo based site. I dont think the Contact component can be configured to do this. I’ m thinking of setting up some sort of ftp bit I wonder if there is anything better integrated in the template to do this

You can use eXtplorer component here. It will help you to manage File Management from a web-based.

hmm, I think this is for admins, not? I need something to simply allow registered users of the site to upload files to a specific directory

You can take advantage of com_content which supports to upload image file when that registered user have permission to edit content
