I wish to edit the text colour on the forum rules page. I would like to know the file location and line of code i need to edit.

Open components/com_kunena/template/ja_sanidineii_light/kunena.forum.css file, at about line 903, find following code:

.fb_rulesdesc {
color: #CCCCCC;
}

here you can change the color to your idea.
