Hello, I need to make my site bilingual and my guess is that I need to download the French Language page for Joomla 3.x

Can anyone tell me where to find it?

Also, can I make my site bilingual even if I’ve already completed the english side or do I have to start over?

You can install it directly from backend – Install language

Otherwise you can check here

Two things are not related, you should install the French language set a french menu and start to create content in french.
