I am trying to get rid of this part of the template – http://prntscr.com/c6qm2c
Even turned off megamenu in template section http://prntscr.com/c6qm9p still the menu is visible, along with that blue bar

What do I need to do to disable it?

Hi Mr.Lal,
its the header bar , its will shown on the top , you can hide by adding below code in custom.css file
/css/custom.css

.t3-header{display:none;}

For your information hiding the header means , you are hiding all those blocks are comes in this part , like search position , off-canvas button etc .

No option to make sure it doenst load in the first place?
Additonally, what is the use of "Disable mega menu" as linked in screenshot above?

If you disable the Mega menu you have not option to access and apply the feature of mega menu that u can see in Template options .
