Can you be a bit more specific as to how you want your footer menu to display?
Perhaps a screenshot example?

Also, it would be helpful if you could provide the url of the site you’re working on

I’m looking to have a basic left to right horizontal menu.

Something like the attached pic would be ideal.

I’m thinking what you can do is disable/unpublish the current footer menu (assuming you are starting with the quickstart/sample-data demo install) and then assign one of the other established menus you are not using (i.e. “user” menu) and assign it to the footer position. There may be some additional styling that needs to be done – but that might be the easiest/quickest method.

The other way to go about it would be to create a new menu – assign it to the footer position – and then create/develop your own custom CSS styling for it. To that effect, the following resources may be of further assistance to you . . . .
