My solution will help you to fix this

Open modules/mod_jaimagehotspot/assets/css/style.css file and add new CSS style

@media screen and (max-width: 767px) {
    .jai-map-container .point:hover, .jai-map-container .point:focus, .jai-map-container .point:active {
        display: block !important;
    }
}
