You will need to add to your custom.css file this code
.navbar-default .navbar-nav > .dropdown.open > a:after { border-bottom:10px solid #c00000!important; }
(#c00000 is for the red color, clearly you can change it with your color)
If you do not have already a custom.css file you will need to create it in this folder /templates/ja_medicare/css/
