the footer floats up instead of staying at the bottom:

Does the footer float up if there are more modules or content to fill the space there?

yes, the footer does go all the way to the bottom if there is more content, as you can see this page http://uccfiles.com/resources/footer-test

position for footer:

position: fixed;
left: 0;
bottom: 0;
