I am having difficulty understanding the access control. It appears that only super users can log in to the front end when the site is offline for development?

create ACL according to user guide and apply them on users .

Thank you for your response to my plea for help.
I have reviewed the information and it all seems to relate to a live site, not a site which is offline. By simple testing ( trial and error) it appears that the only users able to log in to a site which is offline are ones with super user privileges.
I was expecting my authors/editors to be able to access the site through the front end and then exercise their privileges as normal. They would then be able to review their work, check formatting etc. from the front as they worked.
I would have liked to be able to create accounts with ‘registered’ privileges to enable certain interested parties to see progress. Is none of this possible? Or have I missed something?
UPDATE! I have just found it. There is an action OFFLINE ACCESS in global configuration and that does exactly what I expected to be able to do.
