Please try to open the /template/purity_iii/css/custom.css file, then add this rule:

.off-canvas-toggle{
display: none;
}

Instead of turning it OFF in the code, is there a way to entirely deleting on unpublishing the sidebar?

Yes, there is. Access your template style, Add-ons tab and turn off Off-canvas Sidebar button.
