In my case I created a foot menu (with mod_mainmenu) and assigned it to the footnav position.

Also, you can try to create a custom html module, and also assign it to footnav position.

PS. there was a bug – if you don’t see footnav in the position list, just type it in the “Position” field of module’s parameters.
