I understand css priority.
An impossible task.
I can not undo (cancel) !important rule.
This can overwrite (or remove), but not canceled.

1. First, navigate to your site admin >>> Extensions >>> Template Manager >>> choose your template >>>> enable Development Mode.
2. Now you will see all CS rules are parsed from LESS files, just edit them as you wish and go back to template edit screen, choose Compile LESS to CSS and disable Development Mode.
