Go to manage the template, select Layout tab, edit Default:
– Find:
<block name=”mainnav” type=”mainnav” ></block>
– Add after:
<block name=”banner”>banner</block>

Not sure what you mean exactly. Please elaborate.

It does on the face of it look like a heavy customization so you might be better off paying someone over at http://www.joomlancers.com to do the work.
