I want to change the top box of JA News to a single – 2 column article on the front page. How can I accomplish this?

Attached you will find a screen shot of what I want my front page to look like. As you can see at http://www.bemorefrugal.com, I have quite a ways to go. Any assistance that you can provide would be greatly appreciated.
