You can do it following some steps below :
1. Download JA News From teline ii package : here
2. Install it and config it , You can consult for use JA News at User guide for teline ii here

Thanks Haian84,
I have been used Ja news for some sites. With Ja news 1.3.1, I have used it for http://www.maycatdecal.com. But with template calls Ja Quillaja, Ja News 1.3.1 from Ja teline II can’t work properly.
I am using Joomla 1.5.3.
