The problem appears only on screens’ resolution 1024×768 & below

I’ve a RTL template
the submenu slides to left
so its outermost left part is off-screen, however on the right there is enough space, so how I could make the submenu slides toward the right instead the left ?

I want to do this to support all users have different type of screens.

I don’t understand what you mean clearly. Could you give me a link to your website and a snapshot with your annotation to illustrate your problem?
